§ Dr. MawhinneyIn reaching the decision, after careful consideration, to select five key areas at this time, it was recognised that there were other strong candidates for key area status. However, in the Government's view they required further development and research before national targets could be set—rehabilitation services for people with a physical disability, embracing continence services, was an example. The strategy will be kept under review and further key areas may be added in due course.
