To ask the President of the Board of Trade if he will make it his policy in future not to grant temporary export licences for equipment destined for such events as arms or other equipment fairs, without there being a definite guarantee that the equipment will be returned to the United Kingdom; and if he will make a statement on the current procedures.

[holding answer 17 November 1992]: Applications for licences for temporary exports are considered on their merits. Licences for international exhibitions include legally binding conditions requiring the exporter at all times to retain sufficient control of the goods to ensure their safe return to the United Kingdom within a specified period.
