§ Lord James Douglas-HamiltonThe Howie committee published early this year its thorough and comprehensive review of curriculum and examinations in the upper secondary school. The future of the highers is of the first significance for Scottish education, and our decision to allow a consultation period running to December has been welcomed. We shall decide the way forward thereafter.
