Mr. Grocott

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will indicate the methods whereby the United Kingdom and the EC will facilitate demobilisation, confinement of troops and collection of weapons in Angola, as indicated in the 4 November EC statement.

Mr. Lennox-Boyd

The questions of demobilisation, confinement of troops and collection of weapons are addressed in the Bicesse peace agreements, compliance with which we and our EC partners, and the United Nations, are actively seeking to promote.

Mr. Grocott

To ask the Secretary of State for Foreign and Commonwealth Affairs how the United Kingdom and the EC will hold responsible those parties which obstruct the peace process as indicated in the 4 November statement on Angola.

Mr. Lennox-Boyd

Any party which obstructs the implementation of the Bicesse peace agreements, to which all parties in Angola have committed themselves, will clearly carry responsibility for the frustration of the peace process. As indicated in UN Security Council resolution 785, any such party would be rejected by the international community.

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 9 November,Official Report, column 547, what steps he is taking through the international community to ensure that UNITA accepts the results of the Angolan election and abides by the terms of the peace accords.

Mr. Lennox-Boyd

We continue to be active in our support for the efforts of the United Nations to secure formal UNITA acceptance of the election results, consolidation of the cease fire which came into force on 1 November, and continued implementation of the Bicesse peace agreements.
