HC Deb 13 November 1992 vol 213 c1008W
Mr. Llew Smith

To ask the Secretary of State for Foreign and Commonwealth Affairs what matters in regard to enhancing nuclear non-proliferation controls have been introduced by(a) the United Kingdom and (b) other community member states, to the European Foreign Affairs Council during the United Kingdom presidency of the European Council.

Mr. Douglas Hogg

No specific proposals on nuclear non-proliferation have been discussed by the Foreign Affairs Council during the United Kingdom presidency. However European political co-operation has continued to work on non-proliferation issues and is taking forward a United Kingdom proposal to strengthen IAEA safeguards. This concerns voluntary reporting of information to the IAEA on exports of certain nuclear materials, equipment and specialised non-nuclear materials.
