HC Deb 10 November 1992 vol 213 c670W
Mr. Dalyell

To ask the Prime Minister what provisions are made to ensure that Ministers and others in Government service are not permitted to take personal advantage of access to official statistics before they are published.

The Prime Minister

"Questions of Procedure for Ministers" makes and the civil service code make it clear that both Ministers and civil servants should avoid any conflict of interest between their official duties and private interests. Ministers and civil servants are bound by the provisions of the Companies Securities (Insider Dealing) Act 1985. Copies of "Questions of Procedure" and the code are in the Library.
