§ Mr. HowardI have invited Mr. Trevor Osbourne, chairman of Speyhawk, in conjunction with the Prince of Wales' Institute of Architecture and with Kings college, to prepare within six months detailed proposals for possible future uses for Somerset house, involving, amongst others, the organisations and individuals, who have written to me and my Department with their ideas. I have stressed that the proposal should not incur any extra public expenditure.
