§ Lord James Douglas-HamiltonThe table gives figures, for each full year since 1988–89, of grants approved for the replacement of lead plumbing only. Plumbing replacement is, however, often included in other works of repair and improvement; the cost of this cannot be identified separately. No full information is yet available for any part of the current financial year.

§ Mr. WorthingtonTo ask the Secretary of State for Scotland whether the new rules announced by the Prime Minister about the use of the private sector for public sector projects will allow the private sector to invest in local authority controlled water services.
§ Mr. LangAs indicated by my right hon. Friend the Prime Minister, we are keen that the public and private sectors should work closely together to invest in Britain's future. As announced in my reply to my hon. Friend the Member for Ayr (Mr. Gollie) on 8 July 1992,Official Report, columns 266–67.I appointed consultants to advise me on alternative forms of organisation for water and sewerage services in Scotland including ways in which the private sector might contribute enterprise and investment to this vital public service. I intend to publish a consultation paper shortly.
§ Mr. McLeishTo ask the Secretary of State for Scotland for what reasons the brief given to consultants Quayle Munro to inquire into the Scottish water industry has not been published; if he will make it his policy for the completed report from the consultants to be published; and if he will publish the list of consultants asked to tender for the consultancy contract covering the future of the water industry in Scotland.
§ Mr. Lang[holding answer 22 October 1992]: The consultants' brief concerned advice sought by the Government under conditions of commercial confidentiality for the purpose of informing policy. As such, it is not appropriate for publication. The same constraints apply to the consultants' report itself. That report, however, will form the preparation of the consultation paper which will 74W be published shortly and which will set out a range of options for the future structure of the water and sewerage services in Scotland. The consultation paper and not the consultants' report will be the appropriate document to serve as a basis for public discussion and comment.
