What discussions the United States Administration had with them before President Bush accepted the Congressional decision that nuclear weapon tests should be halted, and whether they agree with his decision.

We had detailed discussions with the US administration before the Energy and Water Development Appropriations Bill was enacted. We share President Bush's belief that the constraints on nuclear testing introduced in this legislation are unwise, and welcome his intention to work for new legislation which permits a limited programme of nuclear tests to continue.
