To ask the Secretary of State for the Home Department what inspections the local fire brigade had made of the holiday home at Capel Curig, Snowdonia, recently subject to a fire leading to two deaths; what recommendations it had made; and if he will make a statement.

Gwynedd fire service inspected the Meadows outdoor centre, Capel Curig, Snowdonia on 15 March 1990. The brigade made a number of recommendations to the owners, Malborough college, Wiltshire, which dealt among other things with the means of escape in case of fire, smoke alarms, emergency lighting and general fire precautions.

Following the fire, an investigation by the brigade revealed that its fire safety requirements had not been implemented. The brigade is now preparing a full report for submission to the coroner for the purposes of the inquest.

Although the building in which the fire took place is not subject to current fire safety legislation, I refer the hon. Member to the answer that I gave to my hon. Friend the Member for Westminster, North (Sir J. Wheeler) on 20 May 1992 at column 142 concerning proposed new regulations that will apply to most places of work. This will include holiday centres where staff are employed. The regulations are due to come into force on 1 January 1993.
