To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with representatives of the Ethiopian Government regarding the application of good government criteria for British aid to Ethiopia; and if he will make a statement.

Good government is essential for sustainable development. We have made it clear to the Ethiopian Government that future aid programme levels will be influenced, as elsewhere, by considerations of good government and human rights.

Good government is also important in its own right and is part of our regular dialogue with the Ethiopian authorities. For example, the British chargé d'affaires, with EC colleagues, presented an EC démarche of 27 March pressing for peaceful political dialogue and supporting the process of democratisation.
