§ Mr. Maclean[holding answer 15 May 1992]: The United Kingdom supports article 3 of the United Nations framework convention on climate change which states that all parties should protect the climate system on the basis of equity and in accordance with countries' common but differentiated responsibilities and respective capabilities and that accordingly developed countries should take the lead in combating climate change and the adverse effects thereof.
