§ Mr. Maclean[holding answer 15 May 1992]: The United Kingdom welcomed the first report of the United Nations Environment Programme-World Meteorological Office intergovernmental panel on climate change which included the declaration agreed in Sao Paulo in January 1990 by the agricultural, forestry and other human activities sub-group.
