§ Mr. FreemanA draft of the rules to govern applications for, and objections to, orders was issued on 2 January. A revised draft will be circulated for comment in74W the next two to three weeks. A draft of the rules on procedures for public inquiries will be published shortly. We shall consult on the administrative guidelines when the application and inquiries' rules have been settled in principle.
