Whether it is their intention to debate the renewal of the BBC Charter before the BBC implements further changes to its management structure.

My right honourable friend the Home Secretary has said that he intends to publish a discussion document this year as a focus for public debate about the future of the BBC. The BBC's Royal Charter does not expire until the end of 1996. Meanwhile, management decisions are a matter for the BBC.
