§ Sir John CopeThe European Community Commission has recently prepared a draft directive for the Council's consideration. We have just received an official copy of the draft directive and will need to examine details of it carefully. The introduction of a tax along the lines the Commission proposes would require the unanimous agreement of all 12 member states. The Government have taken no decisions as to the use to be made of the revenues to the Exchequer which such a tax would produce.
