§ Mr. BaldryWe have today issued a consultative draft DOE and Welsh Office circular about awards of costs in planning and other similar proceedings, which would replace DOE circulars 2/87 and 23/91 (Welsh Office circular 5/87 and 77/91). A copy of the draft circular has been placed in the parliamentary Libraries.
