To ask the Secretary of State for Education what plans he has to introduce regulations to require all teachers working with hearing-impaired pupils to obtain the additional qualification of teacher of the deaf.

Regulation 15 of the Education (Teachers) Regulations 1989 requires teachers of a class of pupils who are hearing impaired—but not including teachers of a craft, trade or domestic subject—to possess a qualification approved by my right hon. Friend.

The policy objective behind these regulations is to ensure a minimum standard of teaching expertise in handling such a class. There are no plans to extend the scope of the regulations.
