§ Mr. Win GriffithsTo ask the Secretary of State for the Environment if he will list by district council the amount of money spent on adaptations to the homes of disabled people in each of the last five years; and what contribution was made towards those costs from central Government funds.
§ Mr. Baldry[holding answer 18 May 1992]: A table has been deposited in the Library with the available information about amounts of money spent by local authorities on adaptations to homes of disabled persons. It covers the calendar years 1987 to 1991.
This table shows total grants paid by local authorities to private owners and tenants, including council tenants, for adaptations to homes of disabled persons. These payments are of conversion and improvement grants, and intermediate grants for disabled persons' dwellings under part XV of the Housing Act 1985, together with disabled facilities grants under part VIII of the Local Government and Housing Act 1989, as introduced from July 1990.
The table also shows the value of the work completed on authorities' own housing stock on adaptations for disabled persons.
For grants approved under the Housing Act 1985, the Department provides a contribution of 90 per cent. of the loan charges payable on grant expenditure.
For disabled facilities grants the Department provides a 75 per cent. contribution towards local authorities' expenditure on grants for owner occupiers and private tenants. Local authorities' expenditure on these grants for council tenants is eligible for 100 per cent. subsidy from the housing revenue account within the authority's subsidy limits, as is their expenditure on adaptations for disabled council tenants.
