Mr. Alfred Morris

To ask the Secretary of State for Social Security if he will make a statement on the future of the European Community Helios programme for people with disabilities.

The Council of Ministers is currently considering the European Commission's proposals for the Helios II programme and the European Parliament's opinion is awaited. The Government supported all aspects of the Helios I programme from 1988 to 1991 and is expecting to receive shortly the final report of an independent evaluation carried out by a team of researchers from Southampton university.

To ask the Secretary of State for Social Security (1) if he will list all the United Kingdom participants in the European Community TIDE programme and the nature of each project; and if he will make a statement;

(2) what is his estimate of receipts in the United Kingdom during the current year from the TIDE programme; what proportion this represents of total European Community expenditure on the programme; and if he will make a statement.

TIDE (technology initiative for disabled and elderly people) is a research and development pilot action managed by the Commission of European Communities. The Commission has published synopses of the pilot action projects listing all the participants a copy of which will be placed in the Library. The funding allocated to each project has not been disclosed by the Commission.
