§ Mr. Charles WardleArticle 8 confers on nationals of European Community countries the new status of citizen of the union. Article 8a provides that such citizens shall have the right to move and reside freely in the Community. This right will, however, be subject to the limitations and conditions set out in existing EC directives and regulations, under which, for example, residence may be refused on grounds of public policy.
