To ask the Secretary of State for Health what advice she has given to local authorities in relation to taking account of receipt of a mobility component of disability living allowance in determining either the provision of services or charging for services; and if she will make a statement.

Guidance was provided for local authorities in local authority circular (92)4, a copy of which is available in the Library, to the effect that awards of the mobility component of disability living allowance should be disregarded in full in the charging assessment for people receiving residential care.

Guidance about the treatment of the mobility component of disability living allowance in charging for domiciliary and day services is to be issued later this year.
