§ Mr. Lennox-BoydThe location of the work of the ODA has been reviewed on a number of occasions, most recently before the ODA's London HQ moved in 1991 to new accommodation. A number of additional functions were then transferred to ODA's HQ in East Kilbride. Over 60 per cent. of ODA staff work outside London. The ODA's London HQ comprises an integrated core of policy and programme departments which must remain together and with the Minister.
