To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the number of civil servants in the Overseas Development Administration who could be relocated to provincial centres as part of the policy of devolving and decentalising Government departments.

The location of the work of the ODA has been reviewed on a number of occasions, most recently before the ODA's London HQ moved in 1991 to new accommodation. A number of additional functions were then transferred to ODA's HQ in East Kilbride. Over 60 per cent. of ODA staff work outside London. The ODA's London HQ comprises an integrated core of policy and programme departments which must remain together and with the Minister.
