To ask the Prime Minister what recent representations he has received about the effects of United Nations sanctions upon Libyan health services.

To ask the Prime Minister under what circumstances Libya may seek a temporary lifting of the United Nations sanctions against it.

Sanctions will be lifted when Libya has complied in full with United Nations Security Council resolutions 731 and 748.

To ask the Prime Minister what information he has on the number of occasions which Libya has sought permission from the United Nations sanctions committee to operate flights on grounds of significant humanitarian need.

According to the information made available to us by the United Nations, Libya has not sought such clearance.

To ask the Prime Minister if he will make a statement on the monitoring by the United Nations of sanctions against Libya.

[holding answer 9 July 1992]: United Nations Security Council resolution 748 established a sanctions committee to oversee the efficient implementation of the sanctions against Libya. The committee relies on member states to provide its information on national enforcement of the regime and in highlighting any reported breaches. It has met eight times to date.
