To ask the Secretary of State for Transport if he will list the statutory provisions regarding cycling on the pavement; what are the exemptions for young riders on very dangerous roads; and when the law was enacted.

Cycling on the footway is an offence under section 72 of the Highways Act 1835, as amended by section 85(1) of the Local Government Act 1888. It currently carries a maximum penalty of £100. There are no exemptions for young riders.
