§ Mr. Peter LloydMy right hon. Friend considers requests from police authorities for increases in police establishments with the advice of Her Majesty's inspectorate of constabulary. In formulating its advice, the inspectorate uses a manpower formula to aid assessment of the relative needs of forces, and one of the factors in that formula is the degree of urbanisation in each force area.
