§ Mrs. ChalkerWhen voting in favour of UN Security Council resolution 432, we stated that this issue was best resolved through bilateral negotiation between the Governments of Namibia and South Africa. We have urged the South African Government to negotiate constructively, and welcome the progress made since bilateral talks commenced in March 1991.
