To ask the Secretary of State for Transport if he will grant permission for Rutland to become an accepted area for the implementation of experimental traffic-calming measures.

[holding answer 8 December 1992]: Traffic calming is a relatively new approach to improving safety and environmental conditions. The Traffic Calming Act 1992 clarified the powers of highway authorities to undertake such works. We aim to bring forward regulations soon, covering a range of the better-known techniques. Where a highway authority wishes to use a measure not covered by regulations or clearly enabled under other legislation, it is open to that authority to seek a special authorisation from the Department.
