To ask the Secretary of State for Transport if the Government will oppose the Commission's proposal to impose a 74 kW/100 bhp power limit on all motor cycles sold in the EC; and if he will make a statement.

[holding answer 8 December 1992]: The Government have made clear their view that the statistical evidence in support of the Commission's proposal is not entirely conclusive; but this is in order to encourage safe motor cycling and I believe this is a matter for qualified majority voting, we have decided not to stand in the way of the unanimous desire of other member states. We have therefore said that we would be prepared to accept the proposal. The EC Council of Ministers is currently awaiting the opinion on first reading of the European Parliament.
