To ask the Secretary of State for Transport what measures are being taken to restore manpower levels within the British mercantile marine.

Mr. Norris

It is for the industry to determine its manpower needs. The Government are encouraging school leavers to join the Merchant Navy by providing financial support for the training of British crews and crew relief. The availability of crewing to meet defence needs is being further reviewed.

Since the Merchant Shipping (Safe Manning Document) Regulations came into force on 28 July 1992 my Department has specified the minimum complement on all British registered ships of 500 gross tonnes and over.
