§ Mr. Yeo[holding answer 30 November 1992]: The 1993–94 standard spending assessment for PSS and the percentage differences between that proposed standard spending assessment and the 1992–93 standard spending assessment and the 1992–93 budget estimate are shown in the table. The year-on-year change in each authority's total budget permitted by the Government's provisional capping criteria for 1993–94 will shortly be made available in the Library by my right hon. and learned Friend the Secretary of State for the Environment.
The Government announced on 26 November 1992 that the spending for local authority personal social services in 1993–94 would be £5,585 million, an increase of 15 per cent. over the figure for 1992–93 of £4,850 million. This includes £5,020 million for existing responsibilities—a rise of 3.5 per cent..and £565 million for the community care special transitional grant. The grant

Friend the Secretary of State for Health on 2 October and totalling £538.6 million is shown in the table and has been added to the 1993–94 SSA for the purpose of comparison with 1992–93 budgets. This grant will be increased further once the distribution of additional funding to take account of change to the independent living fund has been decided.
A circular was issued to all local authorities LASSL(9212 which gave indicative figures for the community care special transitional grant. Since the circular was issued it has been discovered that there was a technical error in the calculation. The figures included in this answer are now correct. A new circular will be issued later this week.
The 1993–94 PSS standard spending assessments are based on the latest population estimates derived from the 1991 census. For some authorities the previous population estimates based on the 1981 census were too high and as a consequence the new population estimates lead to a decrease in the 1993–94 PSS standard spending assessments. We believe that it is correct and fair to all authorities to use the most up-to-date information available to calculate the standard spending assessments.
The final column in the table illustrates the wide variation in local decisions on spending. The standard spending assessments are not hypothecated for individual services and it is for local authorities to decide on their own level of expenditure on individual service areas, taking account of local priorities as well as legislative and other pressures when setting budgets.
