To ask the Secretary of State for National Heritage what assessment his Department has made of the potential audience for S4C, in respect of the numbers of Welsh speakers, especially with relation to those with modest knowledge of, or understanding of the Welsh language in relation to the level of public subsidy for the channel; and if he will make a statement.

I understand that 67 per cent. of the population in Wales, and up to 90 per cent. of all Welsh speakers in Wales, watch S4C programmes each week.
