asked Her Majesty's Government:

Whether it is the case that restrictive covenants on houses bought by public authorities have prevented their use by former psychiatric hospital patients; whether any land reform is under consideration to deal with these and other discriminatory uses of restrictive covenants; and whether legislation is under consideration.

As far as I am aware, only one such problem has been drawn to the attention of Her Majesty's Government, about which I wrote to my noble Friend earlier this year. The matter has now been satisfactorily resolved. Legislation is not considered appropriate or necessary.
