§ Mr. Douglas HoggMy right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs and other Foreign Ministers of the CSCE participating states met in Moscow on 10 September and agreed that Estonia, Latvia and Lithuania could join the CSCE. We welcome their accession based on the acceptance of the principles and commitments of the CSCE.
We also welcome the fact that the third meeting of the CSCE conference on the human dimension was held in 522W Moscow, 10 September-4 October 1991. The meeting adopted a concluding document which expanded the existing mechanism for raising human rights questions to allow the involvement of the services of impartial experts, and further extended commitments in the human dimension.
The CSCE committee of senior officials has met four times since July to discuss Yugoslavia. The CSCE has repeatedly urged an end to bloodshed, and given its backing to the efforts of the European Community to aid the resolution of the crisis.
