Whether it is an offence for drivers to use their car radios at a volume sufficient to distract other drivers.

It is not a road traffic offence. Drivers are required to maintain proper control of their vehicles at all times and to drive with due care and consideration for others. A driver who fails to do so as a result of distraction or lack of concentration is liable to prosecution.
