§ Mr. Douglas HoggWe strongly support the development of the diplomatic liaison relationship between NATO and the former members of the Warsaw pact, which was launched at the London NATO summit in 1990; but we do not believe that NATO should offer membership or associate membership to these countries: this would involve entering into a security commitment which we could not fulfil.
