The full-year cost implications of implementation have been discussed with the local authority associations and were taken into account in the proposals announced by my right hon. Friend the Secretary of State for the Environment on 23 July at columns 1052–1065 on the level of total standard spending for 1992–93. The standard spending control total for personal social services for children for 1992–93 will be announced later this year.
A new specific grant of £5.7 million will be introduced in 1992–93 for the guardians ad litem service to help provide independent representation for children in court. Specific resources will be made available within the training support grant to ensure that all officers in charge of children's homes are suitably qualified by 1995. The grant will be increased by nearly 17 per cent. to £29 million in 1992–93.
