§ Mr. KeyThe Local Authorities (Capital Finance) Regulations 1990 already provide for certain relaxations in the normal rules requiring a proportion of capital receipts to be set aside for debt redemption. In the case of houses that are designated as defective within the meaning of part XVI of the Housing Act 1985 the provisions allow authorities to offset the cost of the replacement dwellings against the capital receipt received from the disposal. It is for individual local authorities to determine whether their proposals meet the requirements of the regulations.
