§ Mr. SpearingTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will place in the Library a copy of the Anglo-Italian proposals relating to defence and security within the European Community; and if he will make a statement concerning the outcome of the informal and formal meetings of Foreign Ministers held in the first two weeks of October.
§ Mr. Douglas HoggI am arranging for a copy of the Anglo-Italian declaration on European security and defence of 4 October to be placed in the Library. This was discussed and well received at an informal meeting of EC Foreign Ministers in the Netherlands on 5–6 October. It was agreed that the declaration was a useful contribution to discussions on European security this autumn in the intergovernmental conference on political union, the Western European Union and the North Atlantic Alliance. Ministers also discussed the situation in Yugoslavia and issued two statements which reflect this discussion. These are being placed in the Library. No formal meeting of Foreign Ministers has been scheduled in the first two weeks of October.
