Mr. Straw

To ask the Secretary of State for Education and Science if he will publish a table showing for each local education authority in England(a) its authorised capital guideline and (b) its actual capital expenditure, in respect of school buildings and repairs, with totals for England, for 1987–88 to 1990–91, and with an estimate for 1991–92.

Notes:

1. Expenditure is given in cash terms, rounded to the nearest £1,000; it includes provision from within the Department of the Environment's urban programme, and covers nursery, primary, secondary and special education.

2. Outturn information for 1990–91 and forecast outturn for 1991–92 is not available.

3. Expenditure column totals are not necessarily the same as grossed outturn totals.

4. The allocation figures for all years represent the initial allocations only. However, supplementary allocations were also given as follows:

The above figures include supplementary allocations to both schools and FE. Most of the allocations would have been in respect of schools work but it is not possible to separately identify the schools figure for each LEA.

From 1 April 1990 there was a change in the system of the distribution of capital resources for education buildings. LEAs now receive annual capital guidelines. The above figures represent the schools component only of supplementary credit approvals issued after the ACG announcement in December.
