To ask the Secretary of State for Scotland if he will make it his policy to declare a moratorium on new management agreements under the Wildlife and Countryside Act 1981, pending a review of the system.

Mr. Wilson

To ask the Secretary of State for Scotland what representations(a) the Scottish Office and (b) the Nature Conservancy Council for Scotland have received from Lord Kimball on the need for management agreements in north-west Sutherland under the Wildlife and Countryside Act 1981.

[holding answer 25 November 1991]: Lord Kimball has served notices of intent under section 28 of the Wildlife and Countryside Act 1981 to undertake agricultural, forestry and other operations. These proposals are being assessed by the Nature Conservancy Council for Scotland which will decide whether management agreements should be offered under section 15 of the Countryside Act 1968.

To ask the Secretary of State for Scotland if he will make a statement on the impact of management agreements, currently being negotiated, on the proposed budget of Scottish Natural Heritage.

[holding answer 25 November 1991]: All matters affecting the funding requirements of Scottish Natural Heritage will be taken into account by my right hon. Friend in deciding the amount of the grant in aid which will be allocated.
