§ Mr. Maude[holding answer 21 November 1991]:Neither the White Paper on the "Citizen's Charter" —Cm. 1599—nor the accompanying short guide is being distributed to every home. Cm. 1599 is available, priced £8.50, from HMSO. The short guide is available free of charge. § Mr. Maude[holding answer 21 November 1991]:No additional staff were employed on the preparation of the text of the citizens charter. The work was done by civil servants from the central Departments as part of their normal duties.
