To ask the Secretary of State for Scotland if he has any plans to amend planning regulations to enhance accessibility for disabled people in all new-build projects; and if he will make a statement.

The Scottish Office environment department is preparing amendments to the Building Standards (Scotland) Regulations 1990 which will extend access for disabled people to the upper floors of all buildings except dwellings. These amendments are generally in line with similar amendments being prepared for England and Wales and Northern Ireland. They will apply to new build projects and to alterations and extensions to existing buildings in Scotland.
