To ask the Secretary of State for Social Security if he will explain the procedure whereby he notifies changes to the social fund directions and the stage in the procedure at which the changes take effect.

Changes to the social fund directions are normally made through an amendment to the Social Fund Manual. When an amendment is made to the manual, the date from which it takes effect is indicated by the date on the amendment. This date has in the past been the month and year, but will in future be a specified day.
