§ Mr. DorrellAll health authorities have reserves set aside for extra-contractual referrals based on information about patient flows. In addition, health authorities have other uncommitted reserves which can be used to cover extra-contractual referrals. Evidence to date suggests that the reserves will prove sufficient.
