The Scottish Office Education Department working paper No. 11 "Reporting 5–14" has been distributed to a variety of bodies and individuals including the following:

Education authorities for distribution to schools and School Boards; Colleges of Education; Scottish Council for Independent Schools; Convention of Scottish Local Authorities; Teacher Bodies; Scottish Parent Teacher Association; Lothian Parents Federation; Lothian Parents Action Group; Strathclyde Parents Federation; Education Alert; Scottish Council for Research in Education; Scottish Consultative Council on the Curriculum.
