What will be the treatment under the council tax of district councils in England whose budgets are less than their entitlement to redistributed non-domestic rates and revenue support grant.

Under our council tax proposals some district councils, because of prudent housekeeping, are likely to receive more redistributed non-domestic rates (NDR) and revenue support grant (RSG) than they wish to spend. We do not propose to claw back NDR or RSG in such circumstances. Instead we are seeking Parliament's approval, in the Local Government Finance Bill, to permit district councils in this position to use surplus NDR and RSG for the benefit of local taxpayers, by offsetting the county precepts in their areas.
