To ask the Attorney-General if the Director of Public Prosecutions will consider whether any charges may be brought in the United Kingdom against General Pinochet in relation to offences of murder and torture in that country which may constitute crimes capable of proscecution in the United Kingdom.

The Attorney-General

The United Kingdom has no jurisdiction concerning any offence of murder committed by a foreign national in Chile. Since 29 September 1988 the offence of torture has been justiciable in this country wherever it might have taken place, by virtue of section 34 of the Criminal Justice Act 1988. The Act has no retrospective effect.
