§ Mr. Kenneth BakerStandard spending assessments were introduced in 1990–91. Previously the Government's assumptions of local authorities' spending needs were expressed in grant-related expenditure assessments. The police component of GREAs contained elements for interest receipts and capital financing costs, which are now included in a separate component of local authorities' SSAs.
