§ Mr. SillarsTo ask the Secretary of State for Scotland what research has been commissioned into the effects of the right-to-buy legislation.
§ Lord James Douglas-HamiltonSince the right-to-buy legislation was introduced in 1980, the Scottish Office has commissioned three research projects into its effects. The first, "Council House Sales in Scotland", was published in 1985 and is available in the Library. The other two projects, "The Right to Buy—Survey of Tenants" and "The Right to Buy—Survey of Purchasers", are still in progress and will be published in due course. Other agencies, including Scottish Homes, have also commissioned research projects about aspects of the right to buy.
